ANALISIS PARTISIPASI MASYARAKAT DAN HAMBATAN DALAM PROSES PEMBANGUNAN DESA (Studi di Desa Kalabeso, Kecamatan Buer, Kabupaten Sumbawa)

Abstract

Community participation is a key determinant of successful village development, yet in Kalabeso Village, Buer District, participation remains suboptimal. Residents are mostly involved in physical implementation (mutual cooperation), while involvement in planning (Musrenbangdes) and evaluation remains largely symbolic, especially among women and youth. This study aims to describes the forms and levels of community participation and identifies its barriers using a qualitative descriptive approach, with in-depth interviews of seven informant groups, field observation, and document review, analyzed through Talcott Parsons' Structural Functionalism and the AGIL scheme (Adaptation, Goal Attainment, Integration, Latency). Results of this study showed that the integration function works best, sustained by mutual-cooperation values and Islamic teachings. Adaptation and Goal Attainment perform fairly well, with 80% of RPJMDes targets achieved, though women's and youth's aspirations remain under-represented. The Latency function faces the greatest threat from the younger generation's shift toward individualism and dependence on instant social aid. Main barriers include short-term benefit orientation, agricultural economic pressure, gender norms, and reliance on RT/RW intermediaries. An inclusive, locally grounded, and gender-equitable development approach is needed to strengthen participation.
