IMPLEMENTASI PERATURAN DAERAH KABUPATEN SUMBAWA NOMOR 2 TAHUN 2013 TENTANG JALAN KABUPATEN (Studi di Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Sumbawa)

Abstract

This study aims to examine the implementation of Regional Regulation Number 2 of 2013 concerning Road Administration in Sumbawa Regency. It employs a descriptive qualitative approach to provide an in-depth account of policy implementation based on facts identified in the field. Data were collected through in-depth interviews, observation, and documentation. Informants were selected purposively and consisted of employees of the Sumbawa Regency Public Works and Public Housing Office. The data were analyzed using Miles and Huberman’s interactive model, which comprises data reduction, data display, and conclusion drawing. Conclusions were drawn from the research findings by referring to George C. Edward III’s policy implementation theory, which encompasses communication, resources, disposition, and bureaucratic structure. The research results indicate that the implementation of Regional Regulation No. 2 of 2013 concerning Road Management by the Public Works and Spatial Planning Agency of Sumbawa Regency has not been optimal. This can be seen from several aspects, namely communication, resources, disposition, and bureaucratic structure, which indicate obstacles in its implementation and still require optimization of the quality of human resources, facilities, and budget, which are crucial to support effective policy implementation. Overall, the primary factor hindering the implementation of Regional Regulation Number 2 of 2013 concerning Road Management in Sumbawa Regency is limited resources, particularly funding and technical personnel. Therefore, continuous improvement efforts are required to ensure that the objectives of road management can be achieved effectively, efficiently, and sustainably.
